Hello,
In the level 2, if it seems to be blocked when accepting a quest with a work permit, it is possible that it is already accepted, the mission board does not change once the quest is accepted.
1. Get the work permit
2. Go to Europe
3. Go to the missions consoles level
4. Take the work permit as a usable item
5. Use the license on the console
6. An animation is played (View on the mission console)
7. Perform the quest of the Mission Console
